Throughout the history,the system of taxation became the major field of law. Significant formation within this field were basically shaped through various kind of internal and external factors.In this aspect,both Ottoman Empire and ancient China had enormously influenced,and as a result they were forced to change and to perpetuate their tax policies rapidly under their reigns.By doing this comparative study between the Ottoman Empire and ancient China,the diversity of tax system of different cultures can easily serve as a guidance to conceive the notion of system of the history of taxation by focusing on both similarities and the differences among them.The thesis consists of three parts——preface,text,and conclusion.The text covers two chapters:Chapter one,which consists of four parts,explains the Ottoman's policies on system of taxation by touching upon the administrative management and the classification of population according to taxation,the monetary system of the Empire,lands and revenues.In other words,by giving impulse to the logic and the structure of the Ottoman tax system, Tanzimat reforms in addition to those other various tax reforms are explained in this chapter.Chapter two,which analyses the tax policies of ancient China until the collapse of the Qing Dynasty in 1911 under two parts,starts from early dynasties and focuses on several tax reforms and customs taxes.
