The team management which became popular in the second half of the twentieth century in America has been improving the organizational performance greatly. It is still a focus of theory research by now. Though the government is quite different from enterprise, the enterprise system could be used in the fovernemtn management to improve administrative efficiency. Team management is a good tool for organizational reforms such as performance management and construction of learning organizations. It helps to improve work efficiency. It will also improve the administrative efficiency if we could apply team management in government administration properly.This paper analyzes 3 cases based on the administrative practice. Then the paper points out the barriers to apply team management in government administration and put forward some suggestions to improve it. This paper consists of 5 parts:Part One: Briefly introduces the reaearch meaning, purpose, meathods as well as the current research state.Part Two: Difines the concepts of government administration, team management and administrative efficiency. Then briefs the relative theories of government administration and team management. Based on these, it anylyzes the siginificance to apply team management: It is good for collabration, stimulating the civil servants and improving Bureaucracy.Part Three: Based on the team management's role and three levels of administrative efficiency, the paper take an analysis on three model case of teams management from decision-making, Coordination, the Chief Executive respectively.Part Four: This part points out the 3 main barriers to apply team management in governemnt administration according to the actual situation. The first one is that the conventioinal administrative system . The second one is that the ossified personnel system . The third one is that the public office oriental thinking.Part Five: This part makes some helpful exploration of improving team management in the government administration. They are building service-typed government culture; making Learning-governmental organizations; appling The implementation of Government Performance Management; strengthening the values guiding and cultivating the spirit of public administration.
