Modern times endows our government at all levels extremely important mission. As a key layer, local government takes the responsibility of the politic, economic and social development in a section. The efficiency and the competency of the leaders is a decisive factor in the construction of the district. The research is to do some explores through the adoption of modern advanced perception and technology of human resources management. It aims to seek the dimensions and the items of the competency model for high level position in local position. In addition, the competency model shows who can create good performances on leading position. It is also a solid basement to make more scientific and standard decisions of human resources management about the leaders in local section.The brief narration in Chapter1 includes the background of the theme, its purpose, study mentality and research status quo. Chapter2 makes the explanation of core concepts involved in the paper: competency and competency model. Furthermore it introduces the application of competency model in domestic and foreign official system. Chapters outlines the object of the study, identify leading position in local government and shows their characters in practical operation. Chapter4 mainly presents the whole process of establishing the competency model. Firstly, we do comprehensive literature analysis. Secondly, we make the interviews with many division chiefs. Thirdly, we withdraw and classify the excellent competency in the foundation of last two steps. Then we get the items of the questionnaire for investigating the competency of leading position in local government. Finally, the result of the questionnaire is checked by factor analysis. It extracts 6 factors, which contain 20 items.
