The Study On The Participation Of NPO In Public Service Supply

The double-failure of government and the market supplies in public service ,caused scholars began to reflect on "the government- market dual mode supply of public service ", and gradually paying attentions to NPO, which are ceaselessly growing and expanding, and playing an important role in all fields of society. NPO have organized, non-profit, autonomous, voluntary, etc., so that they have unique advantages in public service supply. With the rising of " Association Revolution " and the starting of the new public management movement which is mainly in order to reshape the relations between government and the market ,government and the society . It made NPO a more prominent role and status in public service supply, and became one of the main body of public service supply. The pattern of the three which includes government, the market and NPO begun to take shape.This article bases on defining the concept and classified of NPO, first of all, summarize the characteristics of NPO, the function of NPO in public service supply, as well as the NPO' s different status in the "trichotomy" vision, the Government reform wave and public service supply mode.Then, according to classification and supply theory, and the special advantages of NPO, this article comprehensively and innovately proposes the scope of the NPO's participation in public service supply, the cooperative manner which bases on the NPO' own advantages and disadvantages, and includes the cooperation between NPO and government, NPO and enterprises, as well as the cooperation among NPO. The cooperative manner in order to achieve sharing and complementing each other in resources, and to improve their own function and status in public service supply.Finally, take Xiamen Red Cross -the representative NPO in China for example, describe the participating scope, the specific mode of cooperation of Xiamen Red Cross and analysis the reasons for inadequate performance, and how to improve and deepen cooperation, and improve the capacity of participation in public service supply.This article study the theoretical and practical research about the NPO's participation in public service supply at home and abroad. This article has both theoretical and practical reference value for researching the Chinese NPO's characteristics, appropriate mode and developing trend of the participation in public service supply.
