Analysis On The Relations Between Modern Administrative Culture And Service-Oriented Government Of China

China is being on the social transition at present,in the process,politics,economy and culture is changing in all directions. Social transformation needs a good government,for this,government functions have being changed .That is not only the action of reflecting certain administrative culture but also the constraint of encountering certain administrative culture.The western scholars have had some ideas about the relations between the administrative culture and a government,such as Perfect City,Democratic Administration,Administrative Responsibility,etc.At the same time,Marxists have also had a lot of excellent description and explanation.Building the relations between modern administrative culture and Service-Oriented Government of China is the succession and development for Marxist Theory.There is a close tie between them,they are both interdependent and interrelated.The rapid progress of the modern administrative culture can promote Service-Oriented Government of China to construction ,the perfection of Service-Oriented Government of China enriches the modern administrative culture ,and the advancement of the modern administrative culture is important protection for building a Service-Oriented Government.But the development of the relations between the modern administrative culture and the Service-Oriented Government faces some obstruction and confusion now,owing to the bad influence of the tradional administrative culture of China and the western administrative culture,in addition,the construction of the Service-Oriented Government has also been imperfect.In my opinion,to realize the benign development of the relations between them,it is foremost that our government must insist on the guiding role of Marxism.Our state needs to strengthen the construction of Political Civilization and the rules of law,the key problem lies in forming service ideas of government executives and citizens.Citizens strengthen the community supervision for the administration events,government executives upgrade the awareness of public servant for people's benefits.In the meanwhile, we must resist Despotism, Bureaucracy,Individualism and Diversity of Administrative Culture.By this,it becomes a kind of driven power for changing the government functions of China,and it plays an irreplaceable role in social transformation and harmonious development.
