In the early 1980s, China launched the strategy of reforming and opening up in urbane areas with its start in economic system and then expanded to fields of politics, culture and society. Practice proves that the policy of reforming and opening up has emancipated the productive forces successfully and boosted the rapid economic growth. Clearly, economic system transformation injected enormous driving force for the whole social transition.Currently, our society has been on a critical period characterized of comprehensive and deep transformation, which embraces such features as follows. Firstly, in terms of social development stage, our society is experiencing the transition from agricultural civilization to industrial civilization; secondly, in terms of the mechanism of resource distribution, the planned economy is being replaced by market economic; thirdly, in terms of state power and organization, the traditional centralization is being replaced by decentralization; Fourthly, in terms of the social structure and functions, the society is becoming much more diversified and heterogenic.In the process of social transition, the transition of governmental management becomes focus of people's attention. Looking back on the human being's history, we are able to understand that government is not the outcome of nature but collective choice made based on common interests by people. Up to date, government has become one of the most vital factors influencing social and economic development. The"Douglass C. North Paradox"point out that nation stimulates economic development on one hand, while leading to repression on the other hand. In China, town-level government belongs to the lowest one in administrative system while it plays the role of bridge connecting higher level government with rural people. As a result, town-level government is of critical importance.Based on the background of Chinese great transition, this paper chooses"town level government"as study subject, analyzes the difficulties, challenges and"public image crisis"facing"town level government"under new situations and then, clarifies its reform direction and formulates effective measures to reengineer public image. Following are the specific research framework.The first part is the preface to this paper. In this part, the research background and significance, research contents, methods and technical path are introduced. In addition, some key words or phrases are also explained and, innovative points and inadequacy of this paper are pointed out. In the second part, the author narrates the paradigm shift of governmental management and historic change of public image of government. Then, challenges and public image crisis confronted with town level government under new administrative ecological conditions are pointed out in the third part. The fourth part illustrates new administrative duties that town level government should take on. The fifth part argues the constitutional basis and value guide for reengineering public image of town level governments. In the sixth part, eight tangible approaches are specified in an effort to conquer crisis and reshape rational public image of town level government. The last part goes to the conclusion and prediction which summarizes viewpoints of this paper and predicts the future research tendency.
