A Research On The Deviatation Of Public Interest In Public Decision-Making

With the development of socialist market economy, tremendous changes have been taken place in the benefits relationship of Chinese society, and the pattern of diversified interests has been forming step by step. Since the party's National Congress, Comrade Hu Jintao, general secretary of the CPC Central Committee, proposed an important strategic concept of building a socialist harmonious society, with continually increasing demands of building a socialist harmonious society. Public decision-making is an important means to coordinate the interests of the community relations for the purpose of an authoritative distribution of social resources and social interests to achieve the maximization of public interest. However, the subject of public decision-making in the public decision-making process has been influenced by problems itself as well as the external environment. Therefore, the interest of public interest in the process of public decision-making has been deviated from the normal track, vitiating the achievement of public interests. For the consideration of achieving public interest and safeguarding the authority of government in the course of public interest allocation, as well as improving the validity and reliability of public decision-making, we must fully understand the importance of the subject of public decision-making in the course of public decision-making. We must analyze the deviation of public interest from the perspective of the subject of public decision-making, thereby resolving social conflicts so that the objective of a rational distribution of public interest can be achieved.In this paper, the basic concepts have been given a clear definition and clarification. The relation of public decision-making and public interest has been discussed, followed with a general analysis of the deviation of public interest in the course of public decision-making. Second, the scope of public decision-making subjects has been defined in this article, with a further discussion on the necessity of analyzing the deviation of public interest in the course of public decision-making from the prospective of the subject of public decision-making. Moreover, the reasons for deviation of public interest in the course of public decision-making have been analyzed from two main aspects, official public decision-making subject and non-official public decision-making subject. Finally, after analyzing the reasons of the deviation of public interest, several policies and recommendations have been given in order to overcome the deviation of public interests in the course of public decision-making.
