This article made a brief introduction of legal pettifogger at first, including the name, the origin, workplaces, the region and the background. Then introduce the development of legal pettifogger by dynasty, to make sure the reader have a rough idea about legal pettifogger. The second part discussed about the reason why ruler suppressed the legal pettifogger and the public despised them. This part elaborates the reasons from social, politic, economy and law. The reasons why the legal pettifogger is in the embarrassed situation that denial by both political and moral, both official and folk are talked as follows: People's value did not hold in society, the despotic ruler in political, too much burden in economy and not care about right protection in law.
