"The contract law of PRC" has implemented, it identified the legal status of the Labor Dispatching for the first time. After this law implementation, the service detached organization and the employing labor unit's management standardizes day by day, but also occupied in the management level the low horizontal stage. How to implement the sent personnel's effective drive, realize aspect which tripartite altogether wins, it becomes the key point of the study on management of Labor Dispatching. Modern enterprise management theory of a basic proposition: enterprise has been understood as a group of the association contract, the contract included the economical contract and the psychological contract. This paper uses the total contract management: Economical contract and psychological contract fusion, uses interdisciplinary research, comparative research, literature research (etc) to research the question of service dispatch management. The economical contract of Labor Dispatching has following several characteristics: the work relations multiplicity, the employment and the use separation, the human capital property right power occurs separates many times. The psychological contract of Labor Dispatching has following several characteristics: the psychological contract has three dimensional structure of transaction, relations and development, occupation loyal and organization loyal has separated, sent personnel's employment competitive ability is the core content, violates and the breakage of psychological contract has been ahead, the individual difference of psychological contract, the difference between short-term sent and continuous-term sent, and so on. The particularity had decided the necessity in the service dispatch management to fuse both, displays both common drive function, implements the total contract management. Subdividing the management function, according to individual difference and the sent term, choosing the different economical contract and the psychological contract union way. The drive function of economical contract: design the attraction wages, the welfare system, the introduction of talent and the withdrawal mechanism implements. The drive function of psychological contract: organization culture, professional profession design, participation. The total contract management is a dynamic and continual process. The management pattern: contingency-style management, dynamic-style management, open-style management.
