| Military technical talents of the Armed Police Force (APF) are an important component of the APF combat power. At present, Military technical talents of the APF has not been used effectively. The problem of how to strengthen the Military technical talents of the APF is an urgent task for the APF construction.In this paper, author made use of human resources management theory and methods, combining with author's own experience in army, to analysis current situation of the usage of the APF Military technical personnel. Then author proposed the strategy of the APF Military technical talents utilization. The full text is divided into 4 parts:The first chapter introduced the theoretical and practical significance of the research topic and domestic & oversea research achievement related to it. Besides, research methods and basic research train of thought were stated in this article.Chapter II elaborated the basic theory of Military technical human resources and general approach to measure the efficiency of Military technical personnel usage.Chapter III anglicized the factors of the impact of the APF Military technical personnel usage, studied the current situation of the APF Military technical talents usage, made analysis of the causes of management problems and identified the issues affecting the use of APF Military technical talents.The last chapter provided the strategies and approaches to improve the efficiency of the APF Military technical talents usage.
