Concrete Evidence Research On How To Building A Service-oriented Government In Yan'an

The development Of economy and society has in such an overall social scale brou a more important role for local government,in Which offering an effective Publics service has become one of the most signifcant functions of local governments in every country.Swimming in the tide of a strengthening globalization,1ocal governments are under the same pressure to improve public service performance. Under the guide of new Public Management Theory,Governmance Theory and New Public Service Theory,reforms in local governments in western countries have shown great similarity in building a service-oriented government.Local governments in China began their probe from the middle ofthel990s,from then on to the Present construction of an a11-scale service-oriented local government,cenain achievements have been reauzed.This paper start from present achievements,in view of experiences and setbacks in the West,combines the current condition in China in the relevant construction,selects Yan'an as its case,and brings forward more measures and theoties to peffect Service-oriented local governments in China.The thesis sums up the connotation of service-oriented government in theory,reveals its basic characteristics,analyses its elements and then lays a theoretical basis for the po1icy system of the service-oriented government.Focusing on the objective of constructing the service-oriented government,the paper generauzes the accompushment Yan'an has achieved in the science and technology innovation during the past several years.Then through comprehensive evaluation towards the urban science and technology innovating ability of Yan'an,the auth or analyses the sotiation and existing problems that Yan'an may having during the service-oriented government process and points out the main conditions and innuencing hctors for Yan'an to construct the service-odented government.After investigations and researches,the author.then puts forward the key tasks for the construction of the service-oriented government.The paper thoroughly analyses Yan'an's actual conditions and then sets forth ins creative views about the policy adjustment of Yan'an's construction of the service-oriented govemment.It explains the principles that must be fo1lowed to suppoft the policy systern of the construction of the service-oriented government. These principles are claried from three aspects,which are the public opinion input,the operation of thegovernment,and the public service output.Finally,in the last part of this paper,the author brings forward several positive suggestions on how to improve the policy implementation of the construction of the service-oriented government.
