Cases of the violation against the public interest occurred frequently. Therefore, people have called for the establishment of a civil public interest litigation system, in order to protect the public interest that has been ignored by people. The proverb in law says: "There is no plaintiff, there would be no trial." The beginning of the whole process and development of the plaintiffs legal action stems from the text .Therefore, as the plaintiff to initiate proceedings, and its importance can not be underestimated. Public interest in civil litigation is no exception. At the same time, judicial practice, also tells us that a unified public interest litigation of civil awareness of the plaintiff is qualified to solve the practical problems in a prerequisite.
