Research N Chinese Reconciliation System Of The Administrative Execusion Of Non-Litigation

System of the administrative execusion of non-litigation is the product of modern democracy and it's also a concrete manifestation of the rule of law in our country. Whether the civil rights can be protected fully rely on whether the system of administrative execusion of non-litigation can be perfected. However, it's so late for our country to construct the system, that there are lots of flaws and shortcomings. One case in point is that the people's courts don't not apply reconciliation when reviewing the case of administrative execusion of non-litigation. Nowadays, in the proceedings of construction of the system of administrative execusion of non-litigation, there are not only obstacles of the traditional theory, but also problems on the program design. Based on this situation, I study the system of administrative execusion of non-litigation , ponder to the system's concret design and devide this article into three parts using methods of logical analysis, comparative study, empirical study.In the first part, I define the system of the administrative execusion of non-litigation and comparing it with some related conceptions. Also I demonstrate it's characters and I analyse the theoretical basis of the system of the administrative execusion of non-litigation and analyse its value. In the second part, I give the current situation and the problems of the system of administrative execusion of non-litigation in our country. Then, I analyse the causes of it. In the third part, I construct the system of administrative execusion of non-litigation from the basic principles, the applicable conditions, scope, program design rationally by applying the research results above.
