Study On The Supervising Mechanism Of Administrative Ethics In Contemporary China

Administrative ethics, is in brief the administrative activity main body's ethics and behavior ethics, is the total summary of the behavior moral rule, the administrative ethics system, the value idea pattern about the government and various administrative organization and persons in the public administration activity. Along with the socialist market economy's further advancement, China's reform's depth and the breadth are unprecedented, social each domain is having the deep transformation. In this kind of complicated and diversified social transition period, as a result of the administrative ethics construction's relative lag, causes that in our country all levels of State agency and the administrative personnel has a series of serious administrative ethics problem. Therefore, to strengthen the administrative ethics construction is imperative. Under the socialist market economy condition, strengthening the administrative ethics construction, is the foundation and the key of implementing "rule of virtue,"the basic way to promote the administrative reform and transform the government function, the inevitable request to develop the socialist market economy healthily.So to conduct the research of our country's administrative ethics surveillance question in the social transition period,is not only the response to the world academic tidal current, is also the real request of China social development.In this paper, results of research from scholars at home and abroad, based on an attempt from a combination of theoretical and practical point of view, the use of Marxist methodology of dialectical materialism, to take analysis, synthesis and comparison of such methods, lack of administrative oversight of the phenomenon of ethical reasons, the adverse consequences of comprehensive, in-depth research, and program management.The basic idea of this paper is: First of all,to analyze the connotation of administrative ethics , and from various angles, multiple levels to explore the loss of administrative ethics and the adverse consequences , and then, further to excavate the root causes of the loss of administrative ethics, Simultaneously refering to the advanced experience from the overseas administrative ethics construction and finally,to propose the Countermeasures. Only in this way can fundamentally curb and eliminate the phenomenon of the administrative ethics loss in China,in order to better promote our country socialist modernization and achieve the historical goal of Chinese nation great rejuvenation.
