Philanthropy is an important part of social security systems in China, Since reform and opening up, Philanthropies had initial development in China. The size of donation is unprecedented caused by Earthquake in 2008, this allows us to see China's hopes of charity, However, charities also need further development to improve the system level, but also requires in-depth study of the theory. Constitutes of the main donors is complicated, only a little related research of the main donors , our research contain three parts of donors: Government, enterprises, and individuals. Mainly from several aspects: the status, behavior characteristics, influencing factors. Philanthropies in China mainly rely on enterprises, Low level of donations, personal donations to the low participation rate. The general public to donate some positive changes are taking place, in 2008 individual donations were more than corporate donations for the first time.The behavior of the main donors showed the following characteristics: Administrative Mechanism of mobilization, Government is the powerful driving force of donation. Donation of Government agencies use similar methods to deal with day-to-day administration of the mobilization, corporate donations were also in response to the call by Government. initiated by the units, Units in mobilizing the donor still retains the planned economy period of the unique role. In particular, where the individual units and neighborhood committees play a major role. Ways of donation were centralized, government and GONGO had taken the majority of charitable resources, living space of NGO is limited. Many new forms of donation come up,such as time, labor.Charitable donations were also affectted and constrainted by cultural factors , social factors, economic factors, organizational factors, institutional factors and other factors. The development of the main donors constitute a diversified shows, corporate strategies of donors, charitable civilians warming trend. I think we should take the following measures to promote the main donors : Improving the phylanthropy system and building regulations; Promoting the charitable cultural; Encouraging the diversification of the main donors; Strengthening the capacity-building of Charitable organizations; Developing NGO orgonizations of civil community; Strengthening supervision; Building a fair and transparent information disclosure mechanism for phylanthropy system in China.
