The construction of service-oriented government has already become an important move in the current Chinese government reform. The service-oriented government is aimed at serving citizens and undertakes the responsibility for service. The key to construction of the service-oriented government lies in training initiative and competent civil servants. The "Civil Servant Law of People's Republic of China" implemented recently means that China has achieved success in the training of civil servants gradually, but there is still a certain gap between it and the requirements for the construction of service-oriented government. Therefore, how to reinforce civil service training, raise the quality and ability of civil servants, construct Service-oriented government, already become an important question that the government has to solve.First, this paper outlines the civil service training on the definition of the training, introduces the connotation, necessity, classification and so on. Next, elaborates the connotation and features of the service-oriented government, and analyzes the basic characteristics and requirement to the civil service training from the perspective of service-oriented government. Once more, points out the main problems of training, including training ideas problem, the content and methods of training problems; shows the causes of the training problems, that is the level of social environment, the government and the civil servant. Finally, in view of these problems, it proposes that our government should reform the civil service training by using the definition of service-oriented government, namely innovate ideas and methods, rich the contents of training, and introduce market system to complete the training net. This paper can not only shed light to the theories relevant to civil service training, but also is helpful for the practice of civil service training in the service-oriented government.
