The Problem And The Countermeasure Research On Information Publication Of Fushun Municipal Government

In order to conform to the pubic consciousness and the development of society, "power should be carried out under the sun" was indicated during the 17^th CPC National Congress. After (hereinafter referred to as ) being published in April, 24, 2007 and carried out in May, 1, 2008, the public system of our government information had been developed.At recent, there are some issue we can not be ignored in public government information system, most prominent problems are that our government officials and the public lack of basic concepts of disclosure government information, the degree of disclosure government information and the rule of law are low, lack of practical experience and various formalism exist.In this paper, we aim at the exploring the public information system of Fushun government, analyzing the problem and coming up with the strategies. There are six ways to solve the problem. First, focus on the economic development of Fushun, for the Fushun municipal government information disclosure laying the material basis. Second, change the government concepts so that government officials can recognize that government information disclosure is the inevitable product of social development and progress. Third, to promote the Fushun government information disclosure work, we must increase citizen participation in public awareness of government information to enable the government and citizens to create an effective interaction. Fourth, strengthen the rule of law and institutional innovation, increase government supervision over the work of information disclosure and accountability efforts. Fifth, innovation carrier, expand the open government information channel. Sixth, strengthen the media in the work of open government information public opinion and advocacy role. Seventh, improve the credibility of the governmentThe paper was divided into five parts: the 1st chapter is introduction, in this part, we introduce the background, content, measure and purpose; the 2nd chapter we expatiate on the current situation of domestic and foreign government information disclosure; the 3rd chapter we analyze the current situation of Fushun government information public; the 4^th chapter we analyze the causes of the problem in Fushun government information public; the last chapter is countermeasure and suggestion.
