Since the 20th century, 80 years, Western countries set off a wave of government reform, its important value-oriented is from the "public authority as the core" of the passive administration to the "public service as the center" positive policy change, China's response to global trend, also put forward the building of service-oriented reform as the new government's political objectives, but as a socialist country, our unique national conditions is essential difference from West in service-oriented government building , therefore, we can not copy the advanced experience of the West, we can only combined with China's specific national conditions on the basis of learn from the West experience to promote the building of our country's service-oriented government.As a new concept of government, service-oriented government is essentially different from the traditional control-oriented government , service-oriented government refers to in the democratic order of society within the guidance of civil society-based concept-based and citizen service purpose, through flexible and diverse services to provide high-quality and efficient public services and assume services responsibility of the modernization government . A successful government also must to be a responsible government. Therefore, a sound accountability system construction is the basic guarantee of service-oriented government building. At the same time, to prevent service-oriented government contents of alienation, and the building of service-oriented return to the "totalitarian" ,we need to build a comprehensive set of related systems as support.
