The history of the development of human society is a one of human beings' self-improvement and self-development. It's humans'initial motivation and final purpose of all practical activities to realize their own value and promote their own integrated development. As the inevitable products of human practical activities, systems restrict human activities and make them standard, regulate social relationship of humans, promise social justice and promote personal development and the development of the whole human society.The basic characteristic of institution is justice. Justice is the basic characteristic of socialism. Fair institution is necessary and important for realizing humans'development and promising a fair society. The shortcomings of various institution represses and obstructs human beings development in some aspects, which emphasizes people oriented, which leads to injustice of the society. So in order to guarantee social justice and promote development of human beings, we must reform old institution, think about their shortcomings and build a new fair institution, which can provide a wonderful social environment and institutional guarantee for humans'development.
