Bringing the career management concept into the civil servants management is the result of researching on the concept of Human Resource management of public sector. The paper uses the human-based theory in civil servant's management on the basic of studying"law of civil servants"in order to find the double-track model of civil servants'management. The paper works on how to establish a civil servant management model on the basic of human-based theory. The paper is consist of the following parts:First of all, points out the study object and relevant theories. The paper uses the theories both from the human-based theory and career management theory aspects.Secondly, the paper concludes the problems in the civil servants management through the description of the status in quo in our country and analyzes the reasons. Then the article studies the practice of foreign enterprices and concludes the enlightment for the civil servants management of our country.Thirdly, the paper discusses how to establish the double-track management model of civil servants in accordance with the human-based theory from two aspects. On one hand, from the aspect of civil servants, the article points out that the civil servants are the main body of the management system. On the other hand, from the aspect of public organizations, the paper works on how to establish the career management system of the public organizations.At the end, the paper cites the double-track model of bureau of Langfang city for example. At the same time, the paper gives advices through this model on the problem of this department.
