The Study On Villager Autonomy

Building a new socialist countryside in China is an arduous and long-term task bestowed by our history. In the Report the 17th National Congress of Communist Party of China, it stresses that"encouraging hundreds of millions of farmers to play the major role in building a new countryside"when stating and deploying the tasks for building a new countryside in the future. In the past 30-year reform and opening up, the countryside has undergone great changes, and peasants'living standards have been improved substantially. Shifts are seen in rural residents'thinking and employment; business and living styles in rural regions are changing profoundly. Based on this new situation, this paper tries to address the organizational issues in villager autonomy in a political point of view, The paper analyzes the origin of villager autonomy and constraining factors in its development, and attempts to propose solutions to these problems. The essay is structured as following:Setting out from the background of how villager autonomy originated, we analyzes the origin of the villager autonomy system theories in a brand-new prospective. At the same time, we briefly reviews the historical stages of development of the system, and points out its relevant importance. Then focusing on the current situation of the villager autonomy, we summarize and are positive on the achievement in this area and its significance. Then we conduct a detail analysis on the factors in villager autonomy in a systematic way and on the causes of relevant problems. Last, the essay stresses the solutions to the problems found in villager autonomy and proposes the issues that we should pay special attention to during the process of improving the system, including strengthening economic construction in rural area, handling properly the relations between township government and village committee and straightening out the relations between village party branch and village committee.The analysis on the origin of village autonomy, restricting factors and relevant solutions not only helps find a new way to improve the system, but only helps apply the people-oriented Scientific Outlook on Development. It is also helpful in accelerating the progress of building socialist new countryside and harmonious society.
