The Study On The Reform Of The System "Public Direct Election" Under The Inner-Party Democracy Building

The democracy develops with the society. With the development of the society and the awake of the democratic consciousness of the citizens, the election system which promotes the democracy, strengthen social management receives more attention.Recent years, the Party and the country have made a lot of positive efforts in the exploration of promoting the process of democracy. However, These phenomenon, including the weak ability and consciousness of the democratic participation, strong control of the Party, the low satisfaction and confidence of the election, the lagging related system and laws, become restricted elements to the democratic development. Therefore, at present, strengthening the democratic consciousness, optimizing the procedure of the election, adjusting the related system and positively promoting people's democracy with inner-party democracy are concerned by the Party and the country.Public direct election recently is a new practice of the election system in the grass-root Party. Through the exploration and experiment in Sichuan, Jiangsu, Henan, Guangxi and Shanghai, etc, Seventeenth National Congress of the Communist Party of China gives a fully affirmation and at the same time, points out a direction for a further improvement and perfection of the election system of grass-root Party. Academic and theoretical circle not only studies on the main factors and effects, problems of every exploration and experimental units of the public direct election, but also gives some related suggestions. This thesis mainly connects the related theory of inner-party democracy with the practice of basic subdistrict, induces the research of the public direct election from the scholars and proposes related reform suggestions.In the view of the new public management theory, rational option, "legality" construction to take the research about deepening public direct election as the key point, this thesis points out the problem of the public direct election and gives a concept that foster democratic consciousness, ensure a scientific and simple operation of the election procedure, release institutional obstacle of the public direct election and realize the promotion of people's democracy by the inner-party democracy through describing the conditions of the democratic promotion and the development of "public direct election" in some aspects such as democratic notion, process design and system perfection. The main content of the thesis contains four parts:The first part, from the related theory of public management, elaborate the concept of inner-party democracy, analyze the problems of the democratic promotion which should be solved and emphasize on the improving the development of inner-party democracy through competitive election on the basis of illustrating research background, purpose, value, frame and condition.The second part, introduce the conception of the public direct election, the practical value, the present conditions of the research and the running program, and also takes Jing'an Temple community as the example to conduct a study and analysis.The third part, analyze the restricted elements which influence the deep promotion of public direct election by positive participation of the party member, practical procedures, contradiction made by the related rules and laws.The fourth part, describe and deliberate the development of the public direct election by three focuses, twelve improvements of operation layer, four aspects of the institutional innovation and management and the fusion between people's democracy and cadres system, etc.
