A new round of administrative reform in China opened the curtain in 2008. Wen pointed out that speed up the transformation of government functions is to deepen the core of the administrative system. The reform of the basic requirement is that by 2020 the government's functions to create a favorable environment for development to provide quality public services, safeguard social fairness and justice a fundamental change in the organization of government agencies and staffing to the scientific, standardized, fundamental change in the legal system, to achieve the administrative operation mechanism and the government managed to standardized, orderly, open and transparent, convenient and efficient fundamental change, Construction of people's satisfaction with government. The new round of reform of the core substance of the demands of civil servants in the exercise of the functions of public administration, operation of public power in the process to public administration standards, the completion of its public nature, fairness, and service. This ability and quality of China's civil servants have higher requirements; however, the ethical status of China's civil service is contrary to the existence and demands for reform, the issue, ethical anomie common occurrences, such as corruption, rent-seeking, weak sense of service and so on. At this point, the civil service in the face of ethical dilemmas should play what role in this respect to become experts and scholars to explore issues.Paper first of China's civil service status of Administrative Ethics analyzed the role of the correct positioning to heip prevent the civil service administrative ethics anomie, and then pointed out that the perspective of administrative ethics in China under the civil service role and role conflict, And from many of the role of conflict and its causes analyzed, finally, drawing on the theory and practical experience of other countries, and the building of China's civil service status of a concrete analysis of administrative ethics, based on the role as civil servants put forward to resolve the conflict, and seek through the above discussion, administrative and management reforms in China to provide a new vision and resolution of ideas, intended to resolve the current conflict in the role of the civil service.
