In the mid-1990s and from then on, the development of deliberative democracy arouses the introspection representative democracy and instrumental legitimacy, proposes the regression of democratic values such as self-governance, citizen participation and public benefits, etc, provides new conceptual and systematic support for the remodeling of legitimacy, and fits with the governance path and institutions that modern participation advocates. Therefore, It becomes the feasible way and inevitable direction of development of democratic politics to take deliberative democracy as the macro-political context, carry out in-depth research into the institutional intrinsic of deliberative democracy itself, achieve its convergence with the existing system, and promote the institution construction of citizen participation. The article makes a study of the democratic theory with a literature approach, carries out a comparative research on three stages of citizen participation, and modern citizen participation is characterized with organized participative subject, institutionized participative approach and expanded participative room which gradually touches the inner part of decision-making. Besides, taking classical cases as samples, this research analyzes the NGO participation mechanism, local government participation mechanism, self-governance participation mechanism from the perspective of participative object and subject, participative approaches and systematic environment. The study holds the opinion that the practical mechanism is still in the process of molding. However, the breadth, depth and effects of participation cannot develop and last in view of the limitation of deliberative democracy and participation. The author puts forward the idea of constructing the network of citizen participation, introducing deliberative channels, bringing the effectiveness of the existing democratic consultation into full play, in order to expand the scope and depth of participation, and realize virtuous cooperation and interaction between government and citizens in public affairs.
