As the speed of urbanization is accelerating in China, the question of collective land property rights protection arising from agricultural land expropriation has become a hot topic. Firstly, using the concept of collective action mechanism, this article puts the recent situations of collective land property rights protection in China as these:the land law is defected; government occupies agricultural land without authorization, which violates peasants' land interest; this brings about strong conflicts between peasants and the government, impinging on the normal process of land expropriation; regulations of land expropriation differ greatly. Secondly, based on the analysis of the behaviors of governments and the collective action of peasants, It provides the causes of the above situations and constructs a game model of bilateral land expropriation, which casts some light on the importance and feasibility of peasants' collective action in collective land property rights protection. Thirdly, judging on three interesting and stylized case study on land expropriation, It consolidates the crucial role of collective action mechanism in the protection of collective land property rights, and classifies the factors that might influence the efficiency of collective land property rights protection. Finally, this article provides conclusion and policy advice.From the combination of both theoretical analysis and case study, it concludes that, at the present stage of agricultural land requisition in our country, the residual fraction depends on the choice of peasants, or on how collective action mechanism can be designed optimally, after the collective land property rights being confirmed by the law. Under a powerful government which has a strong incentive to requisite land and offend property rights, peasants can signal a effective and appropriate threat of collective action, by making this threat feasible and believable. This collective action mechanism will affect the behavior of government, forcing it to protect property rights rather than violate it.
