The grass-roots civil servants is the key component of the civil servants, their work attitudes and job performance have a direct impact on the national implementation of the various political and economic tasks and the image of the Party and the government in the hearts of the people. At present, the working conditions of the grass-roots servants is not satisfactory, they are inefficient and irresponsible sometimes. Lacking of the motivation is an important factor. Based on the analysis of the incentive status and the questionnaire investigation, the paper is aimed to perfect the incentive mechanism of the grass-roots civil servants, using the psychological contract theory as a tool.First of all, the essay defined the scope of the study and the object, and then analysed the incentive problems by two structure of the psychological contract. Secondly, by questionnaire investigation method, the paper investigated the psychological contract status, the need characteristic and the motivation measurement of grass-roots civil servants. The results of the questionnaire showed:1. The type and extent of psychological contract has an impact on the need and the attitude to the motivation measuremen of the grass-roots civil servants, but the conditions of the psychological contract in our government is not satisfactory.2. The content about the need of the grass-roots civil servants is very extensive, and among that the material needs and the need for achievement are given most importance.3. The grass-roots civil servants take the material incentives, development and post incentives as the most useful incentive methods.4. There are some differents in the need and the attitude to the motivation measuremen among different grass-roots civil servants.Finally, the essay sum up the results of the analysis and investigation, combining with the psychological contract, then put forward some advices to perfect the incentive mechanism., which takes the Civil Servants Act as the highest guiding ideology, follows these principles——Differentiated Philosophy, Synchronization Incentive,Equity and Guiding Philosophy. In the area of payroll management, the government should desige a reasonable salary scales, optimize the salary structure, standardize the subsidy; In the area of performance appraisal, the government should establish a scientific and rational assessment system, use a comprehensive assessment approach, and improve the feedback mechanism; In the area of promotion system, the government should add to the administrative levels, expand the promotion channels, carry out the competitive appointment system; In the area of rewards system, the government should make the awards more detailed, enrich the type of the awards; In the area of penalties system, the government should strengthen the punish of the passive workers, enrich the type of the penalties, and adopt the appropriate measure according to the extent of violation.
