The Performance Of Public Culture Services In Rural China From The Perspective Of Public Governance

It is a long-term objectives that construction and development of rural public culture on current and future. There is inefficient operations and lack of the contents of China's rural public culture. So if we want to protect the culture rights of the peasants, we must increase the level of rural public cultural service system, so that the peasants can enjoy the high quality of public cultural services. Performance evaluation of rural public cultural services is essential to the construction of rural public cultural services, which is conducive to the multi-center management mechanism of rural public culture, enhance the peasants'participation and satisfaction in the rural public culture, and balance the supply and demand of rural public cultural service system, thus improve rural public cultural services as a whole.However, there is lack of performance assessment studies China's rural public cultural services at present, and it hampered the peasant masses to participate effectively in public culture to a certain extent, resulting in supply and demand of China's rural public cultural dislocation, affecting the overall efficiency of public cultural services in rural areas increased. In this paper, the new public service and service-oriented government will be the macroeconomic backgrounds. It is from the public governance perspective, integrated use of literature, questionnaire surveys and qualitative analysis methods to build performance evaluation of rural public cultural service system and expounded the theory of public management and rural public cultural performance assessment of the relationship. On this basis, the paper build the theoretical basis on the analysis of the performance assessment of China's rural public cultural services, explore the multi-evaluation subjective of the performance system in public cultural services in rural areas, and designs the index system of performance evaluation of public cultural services in rural areas. It also introduction the public satisfaction measurement model into performance evaluation of rural public cultural service, and make some rationalization proposals.
