The civil service system includes selection, training, supervision and incentives and so on. Since the reform and opening-up, China conducted a well-established civil service reform,which builds a contingent of high-standard public servants. It makes our reform of the economic structure go smoothly on the whole.However, the civil service training system is not acting well. Affectiveness of civil service training system is a hard nut to crack. Much still needs to be done in theory and practice to improve affectiveness of civil service training system.Discovering scientific connotation of "people-oriented" is good for civil service training system. "People-oriented"must band together with theory and practice of service training system to guide civil service training. Civil service training system is practic activity,which is done by government administrative orgnas due to the social economic development. "People-oriented"is world view, conception of history and sense of worth. "People-oriented" reflected in all aspects of scientific outlook on development and is important guiding principle to build a harmonious socialist society. "People-oriented"is value orientation criterion for judgement of civil service training system. There are many problems in civil service training system such as deviation of training system content and methods from "People-oriented".It attributes to erroneous of value orientation of civil service training and lack of focused research.China's civil service training problems manifested in the training system deviate from the people-oriented; training can not highlight the people-oriented; training methods lack of "people first"; philosophy and other aspects of the guidance. These problems are mainly due to the Civil Service Training and orientation is not accurate values, the lack of targeted research.;People-oriented; thinking to guide our civil service training reforms, in principle, should focus on the trainee; main position, training content, training methods; in training content design should be the basic Marxist theory and practice of combining training first place, to strengthen vocational training, combined with trainees by age, sex design and content of individual characteristics; in specific training methods should adhere to interactive training methods, free discussion, case study methods.
