The Causes And Constraints Of The Public Power Alienation

Public power is a leading force in the existence and development of human society, directly or indirectly promoting the evolution of the social order forward. The public power is based on human society needs; it is a kind of power to manage the public affairs in order to ensure all the members of the community with equal status, natural foundation and prerequisite for the democratic rights. The basic function is to coordinate and deal with the disputes. In public management, if improper use of public power, it will result in the alienation of public power. Alienation of public power fundamentally destroys the good order of public administration, reduces the public's satisfaction with public management, erodes the social fairness and justice, shakes the legality foundation of public power, prevents the realization of the whole national objectives, and finally affects the citizens' social life and fundamental interests. With the comprehensive building a harmonious society today, the public power alienation has become an important factor which affects the social harmony, and has become a serious threat to the entire socialist modernization construction and the people's democratic dictatorship regime. Therefore, we must strengthen the constraints on public power, in order to prevent the alienation of public power. Nowadays China is in the period of social contradictions, and public power alienation phenomenon also exists, there are not enough effective measures about public power supervision and restraint mechanism. It is very valuable to further study the public power and public power operation mechanism, and construct public power restriction mechanism with Chinese characters, which becomes very important to China's current political and social development, and also has profound theoretical and practical significance.
