As an independent area of deliberation that out of the state, civil society have special value for deliberative democracy, because the characteristics of civil society matches the inherent requirements of deliberative democracy very well. This paper will analyze the characteristics of civil society specifically, examine deliberative practice of civil society, analysis the special value and the possibly problems for deliberative democracy, explore the new changes of civil society, ultimately I hope to provide a new impetus for the development of deliberative democracy.There are different deliberative areas in civil society chiefly get public sphere, everyday talk and workshop areas. In fact, most of the deliberative practices are carried out within civil society and this paper examines deliberative polling, citizen juries and consensus conference. These practices still on the stage of experiment, but we can find the special values for deliberative democracy through the experience of these practices.The deliberation in civil society is much more open, because the uncertainty of the results which implies by the deliberative democracy don't have to surrender to the rationality of the state, and the interference could be weakened in civil society; In addition, the deliberation in civil society are mostly based on topics of everyday life which the citizen have a stronger willingness to participate, citizens are easy to feel more efficient that they can really control the surroundings through the deliberation; these deliberative experience of personal life will show the citizen how to participate in more complex one.Of course, there are still some issues about the deliberation in civil society in dispute. The relationship between the deliberative groups in civil society and the state comes to the first. To this problem this article agree with the view of Dryzek that the deliberative groups should not be seeking included into the state blindly, because it not only fails to promote the development of consultative groups, but also could undermine the vitality of civil society. Therefore, the inclusion of the state should be highly selective, and only the groups whose objective are aligned to the essential functions of the state enter the political system will push it forward. Secondly, how could the experiment of the deliberation in civil society spread throughout the whole society. This paper examines the evolution of civil society in modernity; it has show a direction of networked development:civil society gradually changed from one mainstream media to a number of small ones centered on specific topics and concerns. Patchworks of overlapping public spheres centered on specific themes diffused constrain of civil society and make it more fluid. Within the overlapping public sphere the formation of public opinion and on specific topics through community deliberation is again possible. The trends of networked of public sphere has a enormous potential for the development of the deliberation in civil society.
