The CPC's rural primary organizations are the leading core of the various organizations and jobs. Under the conditions of the villagers self-government, the political system in rural areas transformed from "one power structure" to "dual power structure". But the CPC's rural primary organizations doesn't change timely on thoughts, organizations, styles and systems. This paper has chosen BinZhou as a research object to analyze the problems and the causes on how to achieve the leading core after carrying out the system of the villagers self-government.
