At present, China is in the critical period of rapid economic development and social transformation. The experiences of many developed countries and post-modern countries suggest that the social conflicts emerge substantially in this period with group incidents, contradictions and conflicts between the cadres and masses, unpredictable economy and lagging government policies as its performance. In order to dealing with the impact of financial crisis, the central government decisively launched four trillion investment plans timely. The local governments also intervene in the economic development by the power of financial. Now it has gained some ground effect.Accordingly, we can see that the Government's fiscal policy has greatly promoted economic development. But how to use government fiscal funds rationally and efficiently and construct a strict and normal financial budget system, it is a problem for the world. Brazil's Participatory Budget is a good policy of improving the efficiency of fiscal funds and realizing the equity of social resources distribution. It gives citizens directly democratic rights to exercise by themselves through attracting citizens'participation. And the arrangement of fiscal funds are finally decided based the Government's consultation with the citizens. Practice shows that Brazil's reform was very successful.Germany's participatory budget is different from Brazil. Through the research on the background, origin and development of Participatory Budgeting in Lichtenberg, this paper clarified the aim of Participatory Budgeting in Lichtenberg is to enhance the legitimacy of the government, promote modernization of government administration and address the increasingly serious financial difficulties and severe financial pressure. Then, the paper analyzed how the participatory budgeting in Lichtenberg Berlin German to expand the ways of citizen's participation, including the Citizens Assembly, community residents meetings, questionnaires, Internet platforms for dialogue, telephone consultation and technical guidance et al; how to reform the disclosure ways of governmental and financial information, such as the Internet, Citizens Assembly, mass media, posters, flyers, holiday celebrations and so on; how to create diverse channels of communication between government and citizens, raise awareness of civic participation, promote the exercise of democratic rights of citizens and improve administrative efficiency as well as solve the financial shortage. According to the practice of German, its participatory budgeting has achieved some beneficial results.China's current situation is quite similar to Germany, such as facing the same economic and social problems. After the tax reform in 2003, the financial situation of local government is intense unprecedentedly. The contradictions and conflicts caused by the intense relationships between cadres and masses emerge frequently too. Although China has also conducted some pilot of participatory budget, but there are still some shortcomings, such as lack of transparency of information, the lagging system supply, lack of social justice, various restrictions on the citizen's participation and low participation et al. If we can learn from Berlin-Lichtenberg to promote information openness, citizen participation, and political consultation and improve the grassroots democracy, it is of great significance to make up for China's shortcomings in practice, break the current financial predicament, reform the governance structure of grass-roots democratic and promote direct democracy system.
