From the1990s, the society has been into knowledge economic era. Government has to meet new challenges under the change of environment and the development of organization. To be faced the new challenges,the raise of government service level is growing to depend on the quality of knowledge,it is imperative to improve the overall quality of government personnel and capability by the government's knowledge. Knowledge management has been caused more concern than ever before.By researching on the knowledge management and Inward-oriented government information services, this paper proposed a new thinking of " Inward-oriented Government Information Services Based on Knowledge Management" and analyzed its theoretical feasibility. Then this paper concluded the connotation and characteristics of inward-oriented government information services based on knowledge management and analyzed the correlation between knowledge management and inward-oriented government information services. In addition, according to the problems existed in Inward-oriented government information services, this paper proposed to integrate explicit knowledge and potential hidden knowledge generated in the government from create knowledge-sharing environment, clear channels for knowledge sharing, better for the government providing high-quality information services to improve government efficiency and service quality from inward-oriented government knowledge management system, personnel development and rugulations and rules. And This is a requirement of the times, but also for the development of information services.
