Construction Of Responsivle Government In China

Governance issues in the background of Globalization are a new area for the research. In face of the different interests of communities under the condition of market economy, the diversification of the main parts of social management, social development, stability and coordination on major issues as the challenge, building a responsible government has become the target of administrative reform in China. In recent years, with the acceleration of China's administrative system reform, the idea of building a responsible government also has been paid more and more attention by central government and local governments. At the same time, scholars have taken much count of the issue, and some have put forward many constructive ideas and suggestions. But there are still some specific problems to achieve the Government's responsibility in many areas. When in the process of constructing an responsible government, we should actively absorb the experience of Western government reform, and we should take the reality of China into account, keep with the tide of the times and build a government paradigm catering to future.This Paper is divided into three parts including introduction, body, and conclusions.The introduction describes the background and significance of this thesis as well as the existing research at home and abroad and the research methods.The main body is divided into four parts.The first part starting from the theoretical connotation of responsible government, the author made a specific interpretation of responsible government, and introduced Chinese and Western scholars'understanding of responsible government, in which the relationship between the government's responsibility and responsible government was further explained and the theoretical basis of responsible government were discussed.The second part introduced the achievements Chinese government have got and explored the problems still existed in the process of deepening the reform of administrative system, and constructing a responsible government by analyzing the present situation of constructing responsible government in China.The third part proposed the object model of building a responsible government from the perspectives of limited government, service-oriented government, participatory government and monocracy government because the responsible government pursues the richness of internal values.The fourth part took the system of responsible government as basis and put forward a route selection of perfecting the system of responsible government in China in aspects of changing government's concepts, improving the administrative accountability system, speeding up the supervision and accountability system construction, creating performance system.
