China's national nature decides its administrative departments for services are for the masses, and for the continuous development of the national administration. As the economy continues to develop , particularly after the accession to WTO, China's situation is the coexistence of globalization and international competition, technological development and the coexistence of economic crisis, fiscal deficit and public trust co-exist. At this important economic and political transition, difficulty of internal conditions and external requirements demand China to step forward to urge the country following up on the pace of development of the human world. To improve the level of management, performance evaluation have become the forefront of the modern government management issues.This article starts with the performance evaluation function of the basic concepts and discusses the performance of administrative departments of the practical significance assessment, to talk about the performance evaluation theory from the production at home and abroad, discusse the performance evaluation of our current work to learn from advanced management methods and the classical theory of evaluation. It aim to tease out the problems of the activities of our performance evaluation, seek a comprehensive performance evaluation of the main indicator of the targeted system and the legal system in terms of the provisions of protection for our government to provide some adbice for carrying out performance assessment implemention.The first part is an introduction of the thesis's writing background, main content, using of the key concepts, innovations and shortcomings .The second part analyzed the production and development of the performance evaluation in Western developed countries, extracting the classical theory and advanced management methods.which Chins can learn and use The third part leaded to the current situation of China's performance management system which are existing urgently.The fourth part is a settlement project of the actual situation according to our design performance management. They are relevanrecommendations which are preliminary performance evaluation from the subject to the performance evaluation process to determine the political security and legal protection.Construction of the fifth part is a assumption of the performance evaluation index system, and analyze the design principles, design requirements, target system operation methods and processes.In this paper, an empirical analysis, theoretical analysis, comparative analysis, document analysis and other research methods are used. by referring to foreign and effective measures to solve targeted in the performance appraisal process problems. It hopes that our executive branch Performance Evaluation Index System of Perfection in the performance appraisal work will improve government efficiency.
