Study On Performances Of Laws Education And Publicity In Kashgar Prefecture

China has been carrying out five programs of five-year laws education and publicity, which are large-scale, widely influential, and long-term in Chinese history of laws education. In China, laws education and publicity work has made great progress, initially realizing transition from sole popularity of articles of laws to overall boosting of rule of law, from empty to solid, from weak to Strong, from formative education of common citizens to national laws education and publicity stressing leading cadres' ability to make policy and manage according to laws, aiming at institutionalization, standardization and legalization. But it is dissatisfied in some regions. Starting from the current situation, by means of field research, interviews and documentation, the essay makes a performances study on laws education and publicity in Kashgar Prefecture, and further find the work dilemmas, and its reasons, as well as related solutions, mainly including theoretical suggestions and practical methods of work.The essay includes five parts. The first one, preface, depicts background, targets, round-up, methods and thinking. The dispute of whether laws education and publicity should be implemented or not has been age-old. It is very difficult to study laws education and publicity nationwide, while relatively simple locally, by which some enlightenment can be concluded, and further rethink success and failure of our country's laws education and publicity. The second one is about conception, targets, functions and characters of laws education and publicity, which show connotation and extension of it and pave in theory for the Study. And, by theory of performances management, the part makes inspection to laws education and publicity and find performances mode, as well as assessment criteria. The third one makes a study on practice of laws education and publicity in the prefecture, and find the existing problems, whose key point is state replacement, duty-first idea and misunderstanding, also its reasons. Laws education and publicity is an enlightening mass movement, whose advantage is rapid achievement of tasks from higher authorities, while disadvantage formalism and bureaucratism, leading to unconspicuous effects. The fourth one, in theory and in practice, raises suggestions and countermeasures to the work in the region. Traditional conception should be changed; civic awareness should be popularized; Rule of laws in schools should be strengthened so that students could set up legal consciousness from childhood; Ancient experiences should be learned; Interaction between educators and educatees should be intensified.
