After the Cold War, the Central Asian countries became independent one after another, and the disintegration of the Soviet Union to the hinterland of the Eurasian forces left a vacuum, which provided a chance for European Union to enter the Central Asian region. Begining with TACIS (Technical Assistance to the Commonwealth of Independent States) program, European Union issued a series of corresponding policies and measures related to various fields according to internal and external changes in the development of the situation. TACIS program mainly provided financial and technical assistance to Central Asia, and carried out political cooperation under the framework of TACIS. Following the occurrence of 9.11, security and stability in the European Union would be put on the agenda, as well as increase the strength of democratic transformation and deal with the issue of non-traditional security challenges. Andijan events in 2005 led to the EU strategy for democracy and human rights suffered a major setback, at the same time, energy transport to the EU must be safe and European Union wanted to make deep cooperation with Central Asia. The EU fallen in plight of democratic transformation. After reflection and summing up, the EU introduced a new strategy, put forward the reality of the Central Asian region from the situation in Central Asia through dialogue and mechanisms to promote mutual understanding and cooperation in various fields, and at the same time increased financial assistance to Central Asia.The purpose of this paper is to analyze the background situation and content of European Union policy on Central Asia after the Cold War, and the results of the European Union and the difficulties and challenges faced by a brief analysis of the assessment, and sum up the EU's strategic objectives and the achievement of Central Asian policies. It aims to provide useful reference to China's development of relations with Central Asian with inspiration and reference point on the new situation.This article ultimately concluded that the overall effect, the EU policies in Central Asia have made great achievements, and the Central Asian countries in economic, political and social system of hardware are basically sound, but software has no real effect. The transformation of Central Asia is not complete, as a result of complex historical and realistic factors, and the Central Asian political and economic development of its own serious problems still exist, such as corruption, the growing concentration of presidential power. In short, the EU introduced the essence of the Central Asian policy is to achieve its strategic interests in Central Asia, but successfully achieve these strategic objectives must depend on environmental changes both inside and outside the EU, and subject to a number of predictable and unpredictable factors, Thus, the European Union still has a long way to go.
