Study On The Administrative Relief In The Construction Of Harmonious Society

Administrative relief is a kind of important administrative acts that social relief is implemented by national administrative powers to the weak. Such system is a significant legal system implemented in the countries all over the world only with different manifestations at different times. As an important protection mechanism of human rights, administrative relief system plays an implacable important role in maintaining social stability, promoting economic development, and building a socialist harmonious society. As the theory on the construction of service-oriented government was put forward, the administrative relationship between the administrative subjects and citizens are no longer a mere "command---obedience" relation, but also a service relation. Under the concept of the modern service administration, the administrative relief pays more attention to the mild nature of the protection of the civil rights and the exercise of power. The government's relief for the citizens, which is not only the government's obligation, but also a manifestation of citizens' rights on the relief, is particularly more important to build a socialist harmonious society and promote comprehensive social development. In the period of China's construction of socialist harmonious society, there still exist many deficiencies in Chinese administrative relief system, such as lack of harmonious conception as the guidance, adequate relief sense and perfect legal system, etc. Therefore, China's administrative relief system can be improved and implemented only through developing the awareness of civil rights, improving legal system and achieving the government's transformation on function. The study on the administrative agents' relief for vulnerable groups , which is also the manifestation of justice and fairness, has practical significances and has a great role in promoting to build a country ruled by law, and harmonious society. Based on this, the author chose this title as my master's thesis.The body of this thesis consists of four parts. Chapter One gives a concrete introduction on the definitions of administrative relief in the construction of harmonious society. Chapter Two makes an analysis of the theory basis of administrative relief. Chapter Three deal with administrative system in China and abroad. Chapter Four puts forward how to construct harmonious administrative relief system in China.
