Mongolia and China are same as in history, culture, social institution, cultural tradition, geographical environment, social development, they all experienced changing from highly centralized economic system of socialist market economy to the process of land from the highly concentrated subject to a variety of countries all changes in all directions. China and Mongolia has chosen a different change mechanisms, China was mainly initiated by the internal changes according to their traditions within the onset transition, with strong Chinese characteristics, land law reform approach looks a little conservative, the distribution of benefits among the imbalance of strict government regulation of land use right of ownership separation provisions of the conflict sparked a lot of theory, leading to real conflicts of interest the implementation process. it can not be a very good solution, in theory and practice arising in the course number of irreconcilable contradictions.land law of Mongolian reforming is based on the basis of their national conditions, referencing from the relevant laws and institutions in developed countries. the reforming process are fast and complete. This article is on China and Mongolia established land rights, rights of subjects, the right content, right frame for comparison, clearly the main land rights, the right content, right under the scope of the differences in the process of drawing a comparison conducive to China land reforming method and theory to improve the sound system of land law of our land to provide a useful theory of reference. In the first part, starting in the development of land law in the two countries, find discipline of law using in development of the two countries. In the second part, focus on contents and characteristics of land ownership in China and Mongolia, and come into comparing and analyzing. In the third part, Introduce land-use systems of Mongolia and China, and compare the content and features of the assessment.
