Research On The Collective Safety Mechanism Of The United Nations After Cold War

The Collective Safety Mechanism of the United Nations is the core of the United Nations'system, which is the most important international mechanism to maintain the peace and stability of the world, and has made great progress than the League of Nations. After 60 years' practical history after the Second World War, the Collective Safety Mechanism has played a great role in handling critical incidents of the world.After the cold war, the traditional threats to security faced by the whole world still existed, which are embodied in the following aspects:local wars and military conflicts happen often; military competition in the world with a core of new revolution in military affairs is increasingly fierce; the situation of nuclear proliferation and arms control is still grim. These traditional threats to the security greatly change the Collective Safety Mechanism of the United Nations:the common view on the Collective Safety Mechanism of the United Nations is greatly affected, the international laws and rules on limiting force use, and the collective force of the collective safety guarantee mechanism is challenged. The practice of handling traditional threats to security, decision mechanism, peace maintaining mechanism, disarmament and army control mechanism are still in dilemma, which restricts the implementation of this mechanism. There are a natural inherent limitation and objective outer constrict in the collective safety mechanism of United Nations, which are the main cause to make the collective safety mechanism of United Nations in dilemma. In order to step out of this dilemma, we shall transform and create the collective safety mechanism, peace maintaining and disarmament mechanism of the United Nations in terms of micro and macro aspects so as to make it play an effective action in handling international safety issues. By thinking the reform of collective safety mechanism of the United Nations, it is anticipated that the reform shall make the power of collective safety mechanism of the United Nations expand, and make the operation capacity enhanced, and the area method can be intensified. Perfecting the collective safety mechanism shall become a fundamental premise of future role.
