The Analysis Of Anomie About Administrative Ethics In China And The Countermeasures

At present, China's economic, political, cultural, social and other aspects have started to change from the traditional to the modern transformation with the deepening of the reform. In the process of transforming in this society because of imperfect system, weak supervision, ethics of the construction of lag and other factors, a lot of administrative corruption of the staff has occurred. Administrative ethics in the proliferation of the phenomenon is not only a crisis of confidence caused by the national support and political legitimacy crisis, but also causing huge economic loss, seriously hampered the normal development of society. Therefore, it is a very important practical significance to study the issue of administrative ethics in China.According to academic existing research results, the author uses administration and ethics and other academic knowledge and theory, and a comparative analysis, information literature method, exemplification, theory with practice and method to analyze and approach in-depth the administrative ethics anomie in China. The paper divides four parts:The first part is the definition of administrative ethics. Chinese and western scholars have different views on administrative ethics concept. The paper understands administrative ethics implications with comparative method from the Chinese and western scholars' point of view.The second part is the performance of China's administrative ethics. This section elaborates mainly from four aspects. To be cognizant of Administrative Ethics, firstly it is necessary to understand what anomie is; secondly understanding the meaning of the theme of this paper is the concept of administrative ethics after understanding the concept of anomie. With the knowledge of basic theories, the author re-lists the concrete expression on administrative ethics in our country; the final analyzes the harm it causes based on the performance.The third part is the cause of administrative ethics. To solve the administrative ethics anomie we must explore the reasons. Dialectical materialism should analyze the cause of the development of things from the internal causes and the external causes. The author also specifically analyzes the reason of administrative ethics in China from these two angles. As the name suggests, in the paper internal causes is the reasons of the administrative staff; external causes is other reasons except the administrative staffs themselves. This article analyzes the internal causes from the administrative facing the plight of conflict and moral quality of the administrative staff; the external causes include the influence of the traditional culture, the negative effect of market economy, the limitations of the political system and imperfect system of administrative law four aspects.The fourth part is the strategy of eliminating the administrative ethics anomie in China. This part is closely linked with the third part. In the third part the author analyzed the causes of administrative ethics in China. The part proposes countermeasures on the basis of the third part. The author borrows internal control and external control measures for specific analysis from Cooper. The internal control includes the text of moral self-discipline, administrative ethics education and moral character. The external control includes construction of administrative ethics and administrative ethics oversight mechanisms. However, the elimination of administrative ethics anomie needs the combination of both the internal control and external control.
