In April 2009, the U.S. president Barack Obama firstly showed the big dream of 'Nuclear-free World'and made promise that he will press America to take a series of measures to achieve this goal. After the new Nuclear disarmament agreement signed in Match and International Nuclear Security Summit held in April this year, we suddenly realize that the USA do have quick and positive actions this time. However, it is necessary for us to make out the true intention behind the change of nuclear strategy at the same time.Most scholars deem that the main motive to promote America to make decision is to grab the opportunity to modify the negative image of the USA and have moral initiatives, while I believe there is some deep and reality-based consideration to help Washington to make choice. According the history of past 60 years, nuclear deterrent and nuclear weapons always been seemed as the most important instrument to defend state security, especially in America and Russia. In view of this, there is not enough reason to expect either America or Russia to give up nuclear primacy in the future. Besides, mass media have put more attention on the final results of non-nuclear policy, instead of the procedure of non-nuclear. Their attitudes towards these issues are most pessimistic and disdainful, and they feel non-nuclear policy is just another conspiracy from America. Nevertheless, I think the correct way is to focus on the procedure of accomplish non-nuclear which is more urgent and certain than the distant results.As the two biggest counties who have more than 90% nuclear weapons in the world, the game between America and Russia has last nearly half century. Nuclear disarmament and nuclear-free world are two different, but interrelated concepts. Nuclear disarmament is the key step into the nuclear-free world, through the research towards bilateral nuclear disarmament between the United States and the Soviet Union/Russia Federation; we can deeply understand the current situation of international nuclear disarmament and the strategic purpose of nuclear-free policy. It is also helpful for us to analyze and forecast the prospects of both.This thesis reviews the nuclear disarmament process between the United States and Russian Federation (the Soviet Union) before and after the breakup of the Soviet Union. With extensive historical data which shows the struggle and cooperation between America and Russian Federation (the Soviet Union) in dealing with issues towards nuclear disarmament, including singing, ratifying and implementing the U.S.-Soviet START I("The Strategic Arms Reduction Treaty in Phase One"), STARTâ…¡, START III and so forth, we can easily see clearly about the interest conflict between the two counties during Cold War and Post Cold War. In addition, the Game Theory will be introduced to analyze the nuclear disarmament process, in order to reveal the truth of Nuclear-free policy which is totally based on the realisms principle. Then find the conclusion that the U.S. and Russia will finally rebuilt the bilateral relationship in nuclear disarmament.Although the nuclear-free world is just an ideal in the coming years, and the different strategic objectives, national interests and culture between the U.S. and Russia will lead the U.S.-Russian relations into inevitable conflicts and contradictions in the future. But on the subject of the nuclear disarmament which related to national security, the compromise and struggle, dialogue and confrontation, antagonism and cooperation between the United States and Russia will coexist in a long term. That is the common interest of the two countries. As the key point to achieve a Nuclear-free World, restart of nuclear disarmament which leads by America means lot in recent period.
