The EU's eastward enlargement is the historical task in the process of European integration, also is the process of benefit gambling. Although the expansion is facing many difficulties and challenges, but we can affirm that the expansion would not only play a significant role in promoting the transformation of the Central and Eastern European country's political and economic system, but also exert great influences on the structure and nature of the world pattern.This thesis aims to study the issue of eastern enlargement in the view of public choice, treating the EU as the "open club" of wide comprehension, using the "club product" theory, illustrating the case of EU Common Agricultural Policy and analysing the impact of EU's eastward enlargement on member states' benefit distribution; because the relationship between benefit distribution and decision-making efficiency are mutual interrelated, so the article continue to analyse the impact of EU's eastward enlargement on decision-making efficiency by using the "voting rules" theory. As a whole, this article uses the cost-benefit approach, combined with "club products","voting rules" and "free riders" and other related theories to be discussed, the purpose is to exhibit the future after EU's eastward enlargement clearly. The article also summarizes the overall efficiency and the dilemma of collective action after EU's eastward enlargement, to show that as an open club, as long as the enlarged overall revenue is greater than the overall cost, the EU will be further expanded and deepened.
