Improvement Research On Performance Appraisal System Of Functionary Of Qingzhou Grass-roots Government

With the increasing development speed of economic and social, it also brings more and more demands for governmental organizations at all levels and grass-roots. While the original management system is actually not very effective and perfect, especially does not have explicitly in view of performance appraisal system of the grass-roots government staff. Through analyzing performance appraisal of Qingzhou grass-roots government, we found different functional departments of an organization there is no systematic performance appraisal index, leading to departments without a clear concept of performance appraisal, which is detached from the organization's overall performance management. Therefore, it is important to design a set of scientific and applicable performance appraisal system for performance appraisal of the organization.First of all, through the questionnaire in the form of papers, the paper analyzed the performance appraisal's current condition and human resources of Qingzhou grass-roots government to find problems existing in performance appraisal system, and then analyzed its main origin. Second, this article focuses on the core indicators of performance appraisal to design the performance appraisal system, which reflecting the grass-roots organizational strategic objectives. Then it proposed design principlei, ideas and preparation work, it also established performance appraisal system and performance appraisal form for senior, intermediate and junior staff. At last, the writer gives security measures implementation of the scope, period and manner for performance appraisal system.
