This article stands on a very special time point, which is also very important, that is the soon coming end of the first commitment period of the'Kyoto Protocol'. How should human-beings continue coping with climate change after that? Can we avoid the possible failure at the last minute? Those are the questions that the international law has to answer immediately.The international progress on coping with climate change has gained a lot, and the most valuable accomplishment is the international consensus of climate change, which consists of scientific, political and legal consensus. These consensuses stand as the foundation of the international progress on coping with climate change. Besides those international consensuses, there must be appropriate targets for the international progress on coping with climate change. These targets vary as two kinds: the mitigation targets and the adaptation targets, along with the two sides of international progress on coping with climate change. These targets will be the definite guide for the whole progress.With the consensuses and targets, the international progress on coping with climate change can be led on a right way. This progress has been, is being, and will be governed by the international law. There is no need to give unnecessary details on the importance of the international law in the whole progress. The leading issue now is to build an'international climate change law system', as the core of the international progress on coping with climate change under the international law. This system will be combined with three interdependent legal institutions: the mitigation law, the adaptation law and the financing law. Those different institutions will play their roles in a comprehensive and coordinate way. They will include a series of legal principles, rules, mechanisms and other forms of legal tools. Both from the point of practices and the point of theory, this system will be significant, symbolic and solid. It will undoubtedly center the whole progress.No matter how reasonable we set the targets or how nice we design the legal system, we must and we can only cope with climate change successfully and actively by our own actions. We live in a globalised world which has been called'the earth village', but still have we a tribal heart. That is exactly the signal this article intends to call on and make people notice. Climate change is not so far away form us as we suppose. On the contrary, it has really invaded our daily life. So we must stop hesitating and blaming others. The future of this planet and ourselves lies in our own hands.
