For long times, because of the influence of the planned economy system and the traditional welfare idea,our country's city Water service industry adopts the way of state monopoly management continuously, so it leads to the solely investment main body, insufficient fund and the inefficiency. The fundamental approach to improve the inefficient operations of China's urban water supply is the market-oriented reformation.Under the current stage, however, China's market mechanism itself is not complete with many loopholes. At present, however, Chinese academia has concerned less on the regulation of government about urban water supply. Thus, the research on the government regulation is of great practical significance. The problems of the current regulation mechanism can be contributed to the incomplete of both the regulatory and supervisory structure, which are mainly manifested as the lack of supervision of the legal system, the incomplete of the water supply enterprise reform, the non-uniform of the vertical management system, immature of the investment and financing mechanism, inadequate of the tariff adjustment mechanism, the lack of adequate incentives to attract professionals assume the regulatory functions.Therefore, the reformation of government regulation is not only to design a regulation organization, but also to create a favorable institutional environment and to strengthen the government regulation mechanism, which is bound to the adjustment of current interest pattern. Thus the degree of difficulty is very large.Based on the analysis of government regulation theory and the necessity of it, this thesis, adopting the economic method, describe the current situation of Chinese water industry regulation for finding a way for regulation reform. Besides, by drawing on the advanced experience of foreign countries, it put forward the feasibility suggestion on reconstruction of Chinese regulation mechanism of urban water supply and the improving the regulatory system. It also concerns the basic framework of power of regulation on strengthen on market accessing, pricing, universal service and franchising, etc. during the process of marketing the urban water supply industry.In the first part of this thesis, it explains the basic theory of government regulation, including the concept, content and categories. By analyzing the technical and economic characteristics, such as the scarcity, irreplaceability, public welfare and the external, of urban water supply to emphasis the necessity of regulation. In the second part, by using three economic analytical methods of gaming, pricing model and performance evaluation, it analyzes the major problems of water supply, which including the analysis of marginal cost pricing and average cost pricing, economic performance, technical performance and social performance and other analytical methods. In the third part, it emphasizes the of regulatory reformation by describing the shortcomings and problems of China's traditional regulation mechanism of water supply industry. In the forth part, by consulting the successful experience of some developed countries, such as America, UK and France, it finally summarizes the regulatory model which is suited to China's national conditions. In the last part, from creating a favorable institutional environment and the establishment and improvement of government regulation mechanism, this thesis puts forward the feasibility suggestions on reconstruction the regulatory mechanism of China's urban water supply, and on improving the regulatory system, including improving the legal system, standardizing the market accessing mechanism, build an effective competence pattern, improving the price control system and establish a scientific and reasonable price formation mechanism.
