Labor relations in China have become more and more complex, labor conflicts occurred frequently, and thus labor disputes have been growing with a rate much faster than that of the development of GDP in the past decade. the weak status of workers and the related labor conflicts will still exist for a long time in present and in the coming future and it is urgent to regulate and coordinate the labor relations. They could become a potential obstacle to the economic development if not appropriately managed.However, the labor relations were not absolutely contradictive and non-coordinated because the acute labor relations can bring losses and damage to the interests of both employers and employees. The construction and improvement of labor relations and coordination mechanism of labor relations is an integrated part of the economic transformation in China, which can not surmount the historical development and should take a long and gradual period, and most labor disputes were settled through informal methods in the absence of regular coordination mechanism, which could become serious obstacle to the social stability. Therefore more studies were much needed.The paper try to make a comparative research on the "labor contract law" and "labor law", then analyze the empacts of the labor contract law on enterprise labor costs, and finally provide some theoretical basis and experience to the later researchers. Meanwhile, some theoretical support and rationalization proposals for HR in order to realize harmonious labor relations and the employment balance.
