The professor Robert B. Denhardt and the professor Denhardt, Janet Vinzant have put an all new theory:The New Public Service Theory. The new theory has analyzed the New Public Management theory thoroughly and become a new administrative theoretical system. Its seven basic contents have become the theoretical direction for reform of western local government institutes. Its essential idea is that the government should take the public service as the essence of administration, protect the right of civilian from damage. This idea is same with the principles of China government and the service-oriented government. In order to convert the function of government and promote the development of economic system, the China government is now in the trend of reform of local government institutes. And what great important part of it is the reform of provincial government institutes because of its special position that the provincial government is the main bridge between the central government and elementary local government of China. It is meaningful that if we analyze the differences in the public administrative environment between China and western developed countries first and then assimilate the suitable part of the New Public Service Theory to direct the reform of provincial government institutes.This thesis takes the Hunan Provincial People's Government as example. In the first part, this thesis introduces the New Public Service briefly. In the second part, this thesis finds out its actual problem in reform of provincial government institutes and then analyzes the reasons of it. In the third part, this thesis analyzes the process of reform of Hunan Provincial People's Government and obtains the experience of it. Finally, this thesis proposes the suitable ways for the reform of provincial government institutes within the new Public service theory field.
