On Imperfection Of Behavior And Crime Of Illegal Chopping Down Trees

The behavior of illegal chopping down trees is one of the most common trees of forest resources destruction of human life and it also devastate the natural environment, so this kind of action has been the Chief behavior which combat to illegal and criminal activities and the important part of the Forestry research works. Since China last modified "Forest Law" has been more than ten years, scientific and technological improving, the legal system of Idea changing, collective forest tenure reform policies were implemented and so on which make up a new challenge to China's forestry legal management system, the current forestry law on "illegal chopping down trees" conduct regulation needs improvement.In this paper," the behavior of illegal chopping down trees" for clues, compare the behavior with crime of illegal chopping down trees, analyze their establishment of elements, liabilities and other sectors which can let us clearly understand that current law exist single standard, punishments are weak, the poor way the responsibility, implementing difficulties and many other issues, analyze their causes. In accordance with the above problems, the last part of paper would reconstruct and modify the current laws and regulations of illegal chopping down trees, and proposed the solutions of problems.
