The Appropriate Study On The Minimum Living Standard Of Urban Residents In Gansu Province

Along with the transition of market economy-oriented economic system and gradual deepening of the reform in China, urban poverty has become increasingly prominent, affects the process of modernization, and be the social issue that cannot neglect. Unless this issue is properly handled, it will affect not only the development of economy, but also the stability of our country and the progress of society. Social security system, especially the minimum living standard security system, Should play an important role as the basic social system to solving the problem of poverty. In China, the minimum living standard is not only the criteria of distinguishing poverty, but also the standard of compensation for the poor. It will affect the living standard of beneficiaries, government's revenue and expenditure, and other important economic variable whether it's high or low. If this standard is too low, there will be no guarantee for the right to life of citizens, and then it will affect social stabilization and further economic development, go against the concept of sustainable development and the construction of harmonious society. Contrary to it, if the standard is too high, the phenomenon of welfare dependence will not be inevitable, financial burden will be aggravated, and there will have negative impact on the development of economy. Therefore, deepen research on the minimum living standard has great value in theory and practical significance.This paper adopt Martin Act proposed by World Bank officer named Martin Ravallion as the method of calculating the urban residents'minimum living standard of Gansu province from the needs analysis prospect of poverty group based on the relative theory of social assistance. Through the Minimum Nutritional Needs List, Price List and packet data of urban residents'expenditure from 2002-2008 in Gansu Statistical Yearbook, we calculates Food Poverty Line, Non-Food Poverty Line, Low Line And High ones to measure the current standard whether it is advisable or not. Based on these, we design an appropriate poverty line which between the current standard and the high poverty line through change of variable.The paper is divided into six parts. The first part, poses questions, introduce the external and internal researching actuality of poverty and measurement of poverty line, present basic ideas and research method. The second part reviews the main theories supporting the theory paper. The third part analyses the status quo about the urban residents'minimum living standard of Gansu province, and point out the problem of current standard. The fourth part adopts Martin Act and gets a appropriate poverty line which is accordant with Gansu's conditions through change of variable. The fifth part puts forward a series of policies'proposals to perfect the urban residents'minimum living standard of Gansu province. The final part is the conclusion.
